Key Focus Activities (KFA)


  1. Background
    Under the State Civil Service Transformation Plan, the initial stage is for the State Departments and Agencies to address the areas of performances and service delivery through the identification and prioritization of Key Focus Activities. Key Focus Activities (KFAs) refers to the development, review and improvement of existing processes, procedures and systems as well as the development of new models and formulation of new policies.

  2. Objectives
    Key Focus Activity (KFA) is an agency - based programme to:
    • Undertake major process improvement that will create impact in the service delivery;
    • Develop, review and improve the existing process, systems and procedures to facilitate the State Civil Service Transformation Plan; and
    • Develop new models and formulation of new policies to ensure efficient and effective delivery of projects and programmes. under 10MP, SCORE and NKRA.

2010
1. To expedite  and shorten the time frame required to process and issue 18 types of miscellaneous licences from the current 60-98 working days timeframe to 14 working days involving 3 City & 3 Municipal Councils in Sarawak (DBKU; MBKS; MBM; BDA; MPP & MPS) Expedite and shorten the time frame required to process and issue the 18 types of the miscellaneous licences, from the current between 60 to 98 working days to 14 WORKING DAYS in the 6 councils
2. Advertisement at Public Places – To produce comprehensive Standard Guidelines for Advertisements and Business Names Signages for all PBTs in Sarawak Formulated a standard Guidelines and a standard legal provision (Local Authorities (Advertisements) By-laws 2012)  that controls, administers and facilitates the display of outdoor advertisements but retains sufficient control to ensure that the interests of environment, amenity, responsible content and safety continue to be safeguarded

3. To review the procedure on the issuance of certificate of clearance of indebtedness Tiada transaksi pindahmilik hartanah dapat dilakukan tanpa Form G(1) sebelum cukai taksiran semasa atau tunggakan cukai atau apa-apa hutang dengan Majlis dijelaskan.
4. To develop standard operating guidelines for management of development projects for District Council
  1. Increase in productivity & quality
  2. Benefit more to new staf (any new staff can handle the duty efficiently with the SOP)
  3. Reduce in defect in tender document
5. To improve cleanliness of Councils public toilets in Sarawak
  1. Improve and upgrade public toilets to satisfied the public
  2. Standardization of Maintenance Contract Documents
2012
6. Reduction in arrears of rates
  1. Penubuhan Pasukan Khas OPS Pemutihan di peringkat Majlis-majlis Daerah.
  2. Arahan untuk melaksanakan OPS Pemutihan – Data Cleaning (Hapuskira)
  3. Penyeragaman Tarikh Taksiran (due dates) untuk semua PBT
  4. Pelaksanaan Sistem AOR-RA dan Takwim Bahgian Penilaian dan Kadaran
  5. Persetujuan 26 PBT untik member diskaun denda lewat 50% kepada pembayar cukai yang membayar cukai taksiran tahun semasa dan tunggakan cukai taksiran bermula Januari hingga Mei 2014.
  6. Penyeragaman Sistem Kadaran dan Pencukaian “One Property One File” di 20 PBT

  Penyeragaman tatacara terimaan dan pembayaran bagi 23 PBT melalui system eLA2

  Meningkatkan Tahap Penggunaan Perpustakaan PBT Dibawah Bidang Kuasa LGCD
  1. Meningkatkan budaya membaca buku
  2. Menyokong pendidikan formal dan tidak formal dalam komuniti berilmu
  3. Meningkatkan penggunaan perkhidmatan perpustakaan
  4. Menggalakkan pembelajaran sepanjang hayat
2015
  Effective Enforcement of Law and Regulations by PBT in Sarawak (Hybrid KFA) Process Improvement :
  1. Increase in Work Effectiveness and Efficiency (in Various Field)
  2. Standardization of Process
  3. Compliance to Standards and Deadline
