eLA2 is a state-wide connected system that harmonizes and standardizes the processes of the councils.  It is the one software which will apply across all councils in stages.

In line with ICTU’s data and security policy, eLA2 keeps a record of every action of each party involved with the councils’ daily operations. This ensures that the integrity of sensitive information is protected. eLA2 is dynamic, electrifying, and will always evolve with developments in new technology. It is the newest and most up-to-date system software of its kind in terms of council management in Sarawak right now. 

The ranges of the eLA2 system cover, amongst other things, the daily operation of councils such as rating and billing, finance and accounting, HR payroll and miscellaneous bills. On top of this, the data in eLA2 is stored in a data centre in Kuching, where there is 24-hour surveillance and where it is backed-up 24 by 7 by certified and competent ICT personnel.

eLA2 also incorporates state of the art features such as Geographical Information System (GIS), where the planning of town development, public properties, facilities and zoning of areas can be graphically plotted accurately and integrated into the eLA2 system. eLA2 system itself is a sophisticated software, integrating all the various departments of the Local Authorities into a single system, from the finance department, public works, valuation, public health, rating and billing, payment, human resource etc, increasing the effectiveness and efficiency of the performance of Local Authorities internally and externally to the public.

The introduction of this system will also allow a single window access to the local authority system 24 by 7 while at the same time conforming to the standards and regulation as set by ICTU and auditors on the dissemination of data. With the new system, it would also expedite billing and collection services thus eliminating any redundant processes on decision making.

Through the creation and implementation of e-LA2, we are striving to be the best-run state in Malaysia in terms of council management.The project itself is a revolutionary masterpiece that can develop and improve itself in tandem with the advancement of technology.
