eLA2 - Roadmap
The phase 1 of the eLA2 project was completed on November 2012 with 2 councils successfully received the new Electronic Local Authority System 2 (eLA2) namely, Miri City Council and Samarahan District Council. Both councils are now using the improved system internally and to the general public. Samarahan District Council received a stand-alone Map Production System that is used for valuation, zone identification and town planning purposes. The Business Process Re-engineering (BPR) for the licensing process used in all Local Authorities was completed as well.
Phase 2 of the eLA2 project is still on-going with 19 sites involved. The following district councils were fully migrated to the eLA2 system, namely Bau district council, Serian district council, Sarikei District Council, and Limbang District Council. At the same time, Miri City Council and Samarahan District Council will receive an enhanced version of the two system from phase 1, namely the Licensing system and the Rating and Billing system. The Business Process Re-engineering for Valuation, Building Control, and Service Facilities Management were completed in the Mid of April. The 7 sub-district councils, Enkelili, Daro, Tanjung Manis, Selangau, Sebuyao and Gedong, which is part of the following councils, Simunjan, Lubok Antu, SRDC, Kapit, and Matu Daro will integrate eLA2 once the backbone network infrastructure at their sub-district council is completed.
